i'm looking to rent a car in November till January 1st, will it come with snow tires or do i have to pay $3 a day extra?

The website will say what is included, under EXTRAS you should be able to add snow tyres.
Are you travelling to the Mountains?
Yes and city
If snow tires are required under law then they will be supplied. If they are not Mandatory required, then you have the option to add them as extras.
Are they required in Bulgaria Sofia?
It is very unlikely that they will be supplied as standard so you have to add them as extras.
